The principle is: Anyone who is fundamentally entitled to BAföG is excluded from Wohngeld. It does not matter whether you actually receive BAföG or only theoretically would be entitled. The legislator assumes that housing costs are already covered by BAföG. This rule applies to all students at universities and comparable educational institutions.

Important Exceptions — When Students Can Still Get Wohngeld

There are several situations in which students can still apply for Wohngeld: If they have exceeded the age limit for BAföG (generally 45 years at the start of training). If they have exceeded the maximum funding period and no longer receive BAföG. If they do not receive BAföG solely due to their income situation (not due to lack of performance records!). If they are married to or live in a marriage-like partnership with a non-student — then the non-student can apply for Wohngeld for the entire household. If they have taken a leave semester in which they work.
